Staff said the increase would be paid from a county cannabis tax funding bucket that has roughly $1.5 million and that state law and county policy dedicate 30% of that revenue to economic development, housing and risk reduction.
Board discussion was brief. One supervisor corrected the name of a local advisory council, saying, “It’s Big Valley, not Burnt Valley.” County officials and supervisors praised PEG TV for expanding broadcast access; one supervisor noted recent availability on Zoom and YouTube for Scotts Valley meetings. During public comment, Reverend Julia Bono of the Greenbush Church of Living Light asked supervisors to consider restoring Zoom access at the Middletown area town hall, citing the Americans with Disabilities Act and saying, “we do feel as though that our rights are being trampled upon.”
The board approved the amendment by voice vote. A motion to approve Amendment 1 to the agreement for professional services between the County of Lake and Lake County PEG TV was moved and seconded; the chair was authorized to sign the amendment. The meeting record states the motion carried with no opposition vocalized.
The amendment explicitly covers changes for fiscal year 2024–25; staff said they plan to return later with any further contract adjustments for fiscal years 2025–26 and 2026–27 when they can better estimate annual costs.
Funding and operational questions remain limited in the meeting record: staff said they did not change the contract amount in the current year when additional coverage began late in 2023–24 and that the county will use the cannabis tax allocation to fund the requested increase. The Middletown town hall’s decision to stop using Zoom was described by a public commenter as a majority decision that has drawn objections from some residents; the commenter asked the board to intervene.
