Council approves small CDBG-CV3 budget amendment; staff seeks community input for 2025–29 consolidated plan

At the same meeting, staff member Heather Heel described outreach for the city's next five-year consolidated plan, which will cover 2025 through 2029. Heel said the consolidated-plan process includes stakeholder consultations, a market analysis and a needs assessment that together will establish goals and priorities that inform annual action plans and grant competitions.
"We are currently in the process of doing our five-year plan that's covering 2025 through 2029," Heel said, urging council members to distribute consultation cards and direct constituents to the city office for input. Heel said the consolidated plan is due in August and that staff needs consultation results within about four weeks to finalize priorities and release pre-applications for the 2025 action plan.
Council members did not debate the substance of the consolidated-plan outreach during the meeting. A member asked about the deadline for public input; staff reiterated the August filing deadline for the consolidated plan and said an earlier internal target (about mid-April) would help staff complete the action-plan materials on time.
The budget amendment and the outreach presentation took place during the meeting's items on the city's consolidated-plan and CDBG program administration. The amendment funds will be used only within the existing CDBG-CV3 grant; staff characterized the change as an administrative reallocation needed to complete grant closeout work.
