District staff who recommended removal said the policy is rarely applied and can create unnecessary complexity. "It's a policy we'd like to remove," Mr. Wagner (staff member) told the board, adding that retention at the middle-school level is "very, very rare" and that most middle-school sports are not grade-specific.
Board members asked about the process for removing a policy. "This would have been our second read anyways," a staff member noted, and said the district had checked with legal counsel: rescinding the policy requires a majority vote of the board.
Board members discussed how studentsage and sport structures affect eligibility. Mr. Wagner and other staff said retained students sometimes occur for reasons outside athletics and that state rules such as age limits for state competition mean retention issues often resolve by high school.
The board made the motion to remove the policy and approved it by roll call. The recorded vote was Archibald, Beard, Caswell, Maggart, Porter, Ridenour and Sturry — all voting yes. The board announced the motion carried 7-0.
The board did not specify an effective date for the removal in the meeting record; staff said the rescission followed legal review and would be implemented as voted.
