Board approves $6.7 million Metcalfe Playfield construction administration contract; grants offset part of cost

The Milwaukee Board of School Directors approved construction and professional services contracts for multiple facilities projects including a $6.7 million renovation at Metcalfe Playfield.
Sean Kane, senior director for Facilities Maintenance Services, described the package as a major recreation project. Jason Wilke, recreation design development specialist, briefed the committee on cost drivers: the Metcalfe contract is larger than some recent playfield projects because it includes a roughly $1.5 million building renovation, a full basketball court, a football field with lighting (in partnership with the Boys & Girls program), additional shade structures and a splash pad with a misting station. The contract also contains a soils allowance of $112,000 to cover unforeseen conditions and avoid frequent change orders.
Wilke compared Metcalfe to recent projects: Wick Playfield was about $4 million and included playground, splash pad and amenities; Modrzyzewski and Lincoln projects were about $5 million each; ME Playfield ran about $6.4 million. For Metcalfe, the district reported $800,000 in secured grants, including a Knowles-Nelson grant for $400,000 to fund additional shade structures and an FCPP grant from the Milwaukee Metropolitan Sewerage District (MMSD) for green infrastructure and stormwater management.
Director Zomber and others asked for cost justifications; Wilke explained the larger scope and community-requested space (a larger community room coordinated with Metcalfe Park Community Bridges). Director Jackson moved to approve the monthly facilities matters, including the Metcalfe professional services recommendation; the motion passed 5–0.
The administration indicated the construction administration contract (owner's representative) is intended to help keep the project on schedule and manage community needs during construction.
