Board approves Mountain Meadows plat vacations and accepts 2024 MS4 stormwater report

Pennington County commissioners approved planning and zoning items March 18 including a subdivision regulation variance and vacation of plat notes for lots in the Mountain Meadows subdivision, and accepted the county’s 2024 MS4 stormwater annual report.
Senior planner Cody Sachs told the board the variances stem from an earlier subdivision plat that included conditions requiring additional water storage and other infrastructure if the subdivision reached prescribed build-out thresholds. The developer never completed that build-out, leaving current lot owners with plat notes requiring actions that are now being vacated. The Board of Adjustment has previously granted similar requests under the condition that new houses include fire sprinklers where required by fire flow. Commissioners approved the variance and the related vacation plat; planning staff recommended two standard conditions for the vacation plat.
Sachs also briefed the Commission on the county’s MS4 stormwater permit (municipal separate storm sewer system) reporting obligations for urbanized areas in the county. The report documents how the county met six to seven permit requirements and must be signed by the county official for submission to the state. The Commission approved the 2024 MS4 stormwater report by motion.
The decisions were approved by voice votes after brief discussion.
