Commissioners open multiple road-construction bids; award CCNG 2024-2 contract to Dave O'Meara, defer other awards to next meeting

Decatur County commissioners opened and reviewed multiple bids March 17 for roadwork, materials and fuel, and took several awards while deferring other contract decisions to allow staff to prepare comparison spreadsheets.
For the Community Crossing Matching Grant (CCMG) 2024-2 project the board received five bids and accepted the low, responsive bid from Dave O'Meara (also referenced as O'Meara Bridal or O'Mera) for $622,610.84 (bid sheet total as read in the meeting). A motion to award the contract to Dave O'Meara passed by voice vote.
Commissioners also opened bids for other projects, including HMA overlay/resurfacing, chip-and-seal (CCNG 2025-1), stone and aggregate supplies, and fuel delivery contracts. The board received multiple bids for each category. For the furnished-and-applied materials and culverts package, Silicon (transcript: "Silicon"/"Civil con") was the only bidder for certain items and was awarded supply of pipes and materials at the meeting.
Highway department staff told commissioners they would consolidate all bid documents into a spreadsheet and return recommended awards at the next commissioners meeting. Commissioners said the spreadsheet will allow apples-to-apples comparisons for close prices and requested staff input before the April decision.
The board recorded no formal roll-call vote tallies during the meeting; several awards were approved by voice vote.
