Commissioners approve two UDO text amendments; also approve budget amendment and road addition

Sarah Arbor of Harnett County Development Services introduced the first text amendment, described as “a proposed text amendment to the Unified Development Ordinance, Article 4, section 2,” that would revise how the official zoning map is maintained and certified. Arbor said the proposed language updates the code so the official zoning map is maintained digitally and can be certified by the county clerk upon validation by the planning director to conform with General Statute 153A‑50. The Planning Board recommended approval by a 4–0 vote.
When commissioners voted on that amendment, the meeting record shows two commissioners—Parrish and Anderson—were recorded as opposed; the motion passed and the amendment was approved.
A second text amendment to Article 3 (subdivision review procedures) was introduced to add explicit language requiring a soil science report for minor subdivisions, update department names, and include Environmental Health’s SOAR report requirements. Arbor said the change reflects longstanding practice and is not a change in enforcement. The Planning Board recommended approval 4–0. The board approved that amendment by voice vote without recorded opposition.
In other routine business, the board approved budget amendments requested by the finance office and approved a request from NCDOT to add SR 1364, Joseph Alexander Drive in the Ballardwood/Ballard Woods subdivision, to the state’s secondary road system.
