The Cowlitz County Board of Commissioners on March 18, 2025 approved purchasing a steel structural plate arch from Contact Engineered Solutions for $167,958.15 to support the Garlock Road/Delameter Creek fish‑passage project, County Engineer Susan Eugenius told the board at its 9 a.m. meeting.
County Engineer Susan Eugenius said the county solicited bids for materials separately from the construction contract because of the timeline imposed by the fish‑window work. "We received 2 bids with the apparent lowest responsive bidder being Contact Engineered Solutions for a total cost of $167,958.15, which includes Washington state sales tax," Eugenius said.
Eugenius described the vendor's responsibilities: supply and deliver the arch plates, submit shop drawings for county review, and provide a load rating when the work is complete. The county will have the contractor ensure the installing construction contractor follows the arch manufacturer's and county requirements.
The board voted to approve the bid award; two commissioners voted aye and one commissioner, noted as Commissioner Raider, was absent. The motion passed.
The purchase moves procurement ahead of a separate construction contract, allowing the county to meet regulatory windows for in‑stream work. The county staff said final installation and contractor oversight will occur as part of the later construction contract.
