County seeks bids and advances several public‑works projects, including FEMA culvert repair and fish‑passage materials

Construction contract work is estimated at just over $600,000 with about $100,000 for construction management; the combined construction‑phase estimate presented to the board was about $740,000. The bid opening for that project was scheduled for April 13 at 1:30 p.m. in the Public Works building.
Eugenas also presented final costs for a county forces chip‑seal project on Camelot Court. State rules require counties to advertise work done by county crews when projects exceed a statutory threshold; the county’s final certified cost was $18,326.41 versus an original estimate of roughly $15,000.
Public works recommended awarding a materials purchase to Northwest Linings and Geo Textile Products for 28 reinforced polyethylene geomembranes (100 by 200 feet) for use at the landfill, at a total cost of $121,206.64. Two other bidders were deemed nonresponsive.
Eugenas described the Toodle Wastewater treatment plant upgrade, an ARPA‑funded project previously awarded to Tapani Incorporated; the county had moved to award that contract on Feb. 18, with Tapani the low bidder about $80,000 below the engineer’s estimate.
Finally, the board discussed awarding a materials contract to Contract Engineered Structures for structural steel and related materials for the Garlock Road Fish Passage Replacement Project. The materials contract amount was $167,958.15; staff said the separate materials contract was planned so fabrication could start promptly and meet the summer fish‑passage construction window. The fabricator will submit shop drawings, coordinate deliveries and provide a load rating because the span will be considered a bridge.
