Council approves $609,482.95 city match for Community Crossings grant; state funds spending introduced

Franklin City Council on March 17 approved a budgetary resolution to allocate $609,482.95 in city budgeted funds as the local match for the Community Crossings grant (Round 2).
The mayor explained the amounts being reallocated: “$609,482.95 is what we are moving in budgeted money, so we can do this 1 tonight,” and the council voted to approve Budgetary Resolution 25-01. Council members said the money moved comes from previously budgeted line items, not new revenue.
City staff also introduced a budgetary ordinance (listed in the agenda as 25-03) to authorize spending the state's portion of the Community Crossings grant, which the mayor said totals $6,609,482.95. That item was introduced and will return for approval with a public hearing at a future meeting.
Council discussion noted the state has linked grant receipt to other legislative actions and that the city will provide details about any proposed local revenue measures (for example, a wheel tax) when state requirements become clearer. The motions on the local match passed unanimously; the spending ordinance for state funds was introduced and not acted on at the March 17 meeting.
