Commission forms study committee to review residential building policy, appointments named

The Augusta City Commission on March 18 voted unanimously to establish a study committee to review policy, procedures and codes related to residential building types, including apartments and single-family housing.
Commissioner Francine Scott said a moratorium on apartment construction would not produce a clear outcome and proposed a study approach. Commissioner Wayne Guilfoyle said the city must be intentional about the types of rooftop development it permits and how those projects affect infrastructure and schools. Commissioner Jordan Johnson urged the group to review zoning and permit processes that affect the mix of housing products the market produces.
Commissioner Stacy Pulliam and Commissioner Wayne Guilfoyle will co-chair the committee, which the commission directed to include representatives from the local builders association, realtors, the chamber of commerce, and planning and development staff. Director Glenny and staff agreed to provide the committee with data showing current permitted products, applications in the pipeline and a comparison of permitted single-family units versus multi-family units. The commission also requested that the committee examine code and procedural barriers to producing more single-family housing if that is a stated policy goal.
Ending: The committee will review permitting, codes and policy options and report back to the commission; no moratorium was enacted and no changes to zoning were adopted at the March 18 meeting.
