Roosevelt City Council awarded its 2025 street and root reconstruction project to BHI after staff reviewed bids and contractor references.
The city received three bids for the project. Staff said the engineer's estimate was $2,298,460. The apparent lowest bid was from HMH Excavation at $1,998,571.48; BHI bid $2,075,471; TNT General Contractors submitted $2,337,854.96. City staff and the project engineer reported that HMH’s bid contained unusually low line-item asphalt pricing and that reference checks produced concerns about similar road-construction projects.
"We did some reference checks and there were some not-so-favorable things, and we haven't worked with them in the past," an engineer recommended, explaining that BHI offered a better combination of experience and reliable references. The council accepted the staff recommendation and approved awarding the contract to BHI. Councilman White moved to award the bid to BHI; Councilman Allen seconded. The motion passed with all council members present voting aye.
Staff said the award will proceed to contract execution and that construction and schedule details will be coordinated with the city’s public-works department. The project covers various roads in the city and also includes repairs to water infrastructure in locations identified by the city’s street-maintenance program.
