Sugar Land council honors local figures, approves consent agenda 7-0

Mayor and council members also publicly recognized Officer Frank Washington for recording 60 DWI arrests in a year; the mayor and other council members thanked him for the public-safety impact of removing impaired drivers from city streets and posed for photographs.
During the public comment period, the mayor reminded speakers that public comment is limited to active agenda items and warned that speakers who violate rules could be barred for 60 days. Two members of the public spoke about international events and attempted to lead moments of silence; the transcript records that the mayor or presiding officer cut or muted the speakers for violating the meeting's public-comment rules.
The council then took up the consent agenda (item 3). Councilmember Suzanne Whatley moved to approve the consent agenda; the motion was seconded by Councilmember Carmaley. The consent motion passed by a hand vote, 7-0.
