"We reviewed staff files for any necessary updates, and we looked at policies from surrounding libraries as well," Dukes said, summarizing the review process and the principal policy changes.
The board's update aligns the written policy with current practice and the city's master schedule of fees. Dukes said staff has been applying a $10 threshold and the revision makes that explicit. "It hasn't been. So we've been practicing the $10 standard. We just wanted to update that to make sure that it was reflected in the circulation policy," she said.
The revisions also clarify acceptable forms of identification and residency verification, state that patrons assume responsibility for risks associated with using certain loaned items (such as telescopes and activity kits), and add language authorizing temporary or emergent adjustments to circulation practices. Dukes told the trustees she did not anticipate a fiscal impact from the changes.
Trustees made and seconded a motion to approve the consent calendar earlier in the meeting; later, after discussion of the circulation policy, a trustee moved to approve Administrative Policy 3.03 as presented and a second was recorded. The board chair announced, "Motion carries 4 0." The meeting record does not name the individual trustees who moved or seconded the circulation-policy motion.
The board did not attach a timeline or additional implementation steps to the approved policy beyond updating the written policy to match current fees and practices. Staff indicated they will incorporate the change into the library's published policy materials and the city’s master fee schedule where appropriate.
