Representative Burgos, sponsor of House Bill 764, said, "House Bill 7 64 as amended will create a new chapter ... to create in statute the Fresh Food Financing Initiative," describing a program funded in the 2023, 2024 and 2025 budgets and proposed for 2025–26. The bill would authorize a permanent Fresh Food Financing Initiative under Title 3 and provide grant support to food retailers in low‑income and underserved communities to improve access to fresh foods.
