Redevelopment commission and Civic Center Authority give updates; council names HR committee appointee

The Delaware County Redevelopment Commission provided its annual overview to the council, reporting recent activity and resolutions supporting vehicles for the sheriff’s department, highway equipment, sidewalk work and design work for park access.
Amber Green, president of the Delaware County Redevelopment Commission, said the commission received an annual TIF report from Baker Tilly and is reviewing it; the commission has been conservative on spending because it did not receive the report before earlier meetings and because of uncertainty tied to statewide property tax reform discussions.
Rob Kiesling, also present, said the parking garage bond runs through 2038. The commission noted completed and ongoing work including Cowan Road Trail phases 2 and 3 and support for exploring sewer connections for West Elk Community School Corporation.
Jessica (council member) and Marianne Cratoville were identified as county appointees to the Civic Center Authority (CCA); council members described the CCA’s role in distributing food-and-beverage tax revenues to operate the convention center and to cover the parking-garage bond and assessments.
On appointments, the council voted to add Tina Black (listed in transcript also as Tina Mays/Bio provided) to the job classification compensation committee as the public member with HR experience. Council members who spoke supported her nomination based on her HR and management background; the meeting record shows the council approved the nomination by roll call.
Council also discussed the process for changing appointments to the Civic Center Authority, and the county attorney advised that any formal change in appointment authority would come from the commissioners who established the board.
