Interim Director Robec told council the components are surplus to WCIA but could be used by the Milton Police Department; the city's code requires council approval for donations valued over $10,000. Council Member Hall moved to accept the donation and Council Member Cedar seconded.
Council Member Strader asked about the current estimated value; staff said WCIA could not provide a present exact dollar value but that the system's original purchase price exceeded $40,000. Council Member White asked what the system does; a department representative described it as a use-of-force virtual-reality simulator that allows officers to wear goggles and run scenario-based training for stress inoculation, including practice with equipment such as tasers and batons.
Staff said Milton was selected in a lottery for the donation and that the equipment will support officer training and possible public outreach demonstrations. The council approved acceptance and authorized staff to take delivery.
