White said the change was prompted by a constituent who sought a referendum option and noted neighboring cities already offer the authority to residents. "I think it's a great tool for citizens to have," Council Member Strader added.
Council staff said the council discussed the issue at a prior retreat and adopted Resolution 24-1980 on Dec. 9 to declare the city's intent; following publication, no petitions were filed within the 90-day period, so council proceeded with formal adoption. The ordinance takes effect after adoption; no additional fiscal impacts or petition filings were reported at the meeting.
