The Gurnee Village Board on March 17 approved a slate of routine and business items including consent-agenda matters, a website redesign contract, a multi-year Microsoft enterprise agreement for cloud services and the purchase of a road-rescue ambulance under a cooperative purchasing contract.
Consent agenda: The board approved the consent agenda, which included approval of the March 3, 2025 minutes; Ordinance 2025-14 adopting the official zoning map for the Village of Gurnee; authorization for Water Utility Manager Brent Fretzler to attend the American Water Works Association annual conference in Denver with a not-to-exceed cost of $3,000; granting a class 9 liquor license and waiving the fee for the Gurnee Park District "Bonfires & Blues" event; setting a bid date of April 14, 2025 for road reconstruction and sanitary sewer extension projects; payroll for the period ending March 7, 2025 in the amount of $993,508.40; and bills for the period ending March 17, 2025 in the amount of $1,545,120.83. The board carried the consent agenda on a roll call vote.
Website contract (Ordinance 2025-17): The board approved an agreement with Revise LLC to redesign and host the village’s website. Communications staff reported they evaluated three municipal vendors (Granicus, Revise, CivicPlus) and recommended Revise based on design, public access and cost. The quoted cost in the presentation was $34,700 for redesign and $9,250 annually for hosting and services with a zero percent year-over-year escalator for the contract term. A motion to approve the Revise agreement passed on a roll call vote.
Microsoft enterprise agreement (Ordinance 2025-18): The board approved a three-year Microsoft enterprise agreement for cloud software products to replace aging on-premises systems, including Email/Exchange Online, Office productivity suites, device management and mobile device management with government-cloud hosting (GCC) and additional identity/security features. Information Systems Director Ryan Nelson described the effort as "our desktop productivity and device management modernization project," and said the proposed agreement would consolidate email, PC management and mobile-device management in a cloud-hosted Microsoft environment. The vendor presentation noted a three-year maximum contract value of approximately $330,000 (three equal annual payments; the staff-projected annual cost was roughly $102,000). The board approved the purchase, citing security and lifecycle reasons.
Ambulance purchase (use of HGAC cooperative): The board authorized the fire department to waive formal bidding and use the HGACBuy ambulance contract AAM10-23 to purchase a road-rescue ambulance including a Stryker Power Load patient lift system from Fire Service, Inc., at a cost of $397,131 for unit 1343. Fire staff said the department operates six ambulances with a typical replacement cycle of about 10 years; due to long current lead times the department requested earlier ordering. The ambulance purchase passed on a roll call vote.
