Council approves filing for small‑cities CDBG; discussion centers on Highland Street sidewalks and utility work

The West Warwick Town Council voted March 18 to authorize staff to file the municipality’s Small Cities Community Development Block Grant (CDBG) application for the current program year.
Elaine, a town staff member, presented the request and said the application will be submitted as a blanket request for Phoenix-area infrastructure and that the town can decide specific project locations within the qualifying district if the application is successful. Councilors asked whether Highland Street sidewalk work was included; staff said sidewalks were not currently included for Highland and noted that "Bridal Energy" (as read into the record) is scheduled to run a new gas line down Highland Street in 2026. Councilors discussed the possibility of coordinating sidewalk work with the utility installation.
Staff also told councilors that the town’s eligible block groups for the CDBG program had changed since the previous application cycle, dropping from 12 qualifying block groups to six under the current data; the town’s planner said that change affected last year’s application and that staff questioned whether the most recent census data accurately reflected local conditions.
Councilors approved filing the CDBG application by voice vote. Staff said they will proceed with the blanket application for Phoenix infrastructure and refine project location choices if funding is awarded.
