House Bill 2,138 failed to pass the Arizona House on third reading Monday, with the clerk recording 29 ayes, 29 nays and 2 not voting.
The bill, described on the floor as an amendment to “section 36, 20901A, relating to the Arizona Health Care Cost Containment System,” was put to a third reading. Representative Bliss rose to explain his vote and said he had experienced a recent personal bereavement and, while reviewing a death certificate, noted the list of professionals authorized to certify deaths.
