House HHS advances dozen health bills; contentious debate over provisional physician licenses and pharmacist test-and-treat

The Arizona House Committee on Health and Human Services moved a package of health bills March 17, advancing appropriations and policy changes to the House floor and other committees after several hours of testimony and debate.
The committee approved funding measures and public-health bills with mixed support: smaller, targeted appropriations and program authorizations — including money for an Alzheimer’s public-awareness campaign and restored coverage for speech therapy and cochlear implants — passed with broad bipartisan votes. Two of the most contested items were a proposal to permit provisional medical licenses for certain internationally trained physicians (passed after a divided vote) and a proposal to let pharmacists use CLIA-waived tests and provide limited treatment under a statewide protocol (also advanced on a divided vote).
