The House Finance and Taxation Committee recommended a due pass on Senate Bill 22-28 and re-referred the measure to the House Appropriations Committee during its meeting, approving the motion on a recorded 12-1-1 tally.
Committee members said the bill contains a funding question that needs further review: it was unclear whether roughly $1 million tied to the bill is already included in the commerce budget, and members agreed to send the bill to Appropriations for staff and committee clarification. Chairman Hedlund said the panel could remove the money but that would leave “not much of a bill left,” so the committee opted to forward the measure.
Representative Olson moved to recommend a due pass on Senate Bill 22-28; Representative Dressler seconded the motion. "I move to recommend a due pass on Senate Bill 22-28," Representative Olson said. Representative Dressler described the program tied to the bill as one the committee "started" and said, "it sounds like it's working."
Members discussed related budget items. Representative Dressler noted the regional council bill initially sought about $8 million, was reduced, and was later increased in Appropriations to roughly $2.6 million; he said he hoped the grocery-store bill could be increased to $2.6 million as well. A committee member said Representative Nathy did not know whether the roughly $1 million in question was already in the commerce budget and that staff would follow up.
The clerk conducted a roll-call vote. The record shows a tally of 12 yes, 1 no and 1 not voting; Representative Toman was recorded as the sole no vote. The committee recorded the recommendation as approved and re-referred Senate Bill 22-28 to the House Appropriations Committee for further review.
Chairman Hedlund closed the meeting noting three bills remained for further consideration; members agreed the discussion on those items would likely continue at a later meeting, probably tomorrow afternoon after session or into next week. "We'll stand adjourned then," Hedlund said.
The Appropriations Committee will review the bill and any overlapping budget language before the Finance and Taxation Committee considers next steps.
