The Coos Bay Parks Commission directed staff to begin work of a Bicycle & Pedestrian fact-finding committee with two Parks Commissioners and one community volunteer and to continue advertising to fill remaining vacancies.
Staff recapped that the City Council adopted bylaws on Nov. 5, 2024 establishing the Bicycle & Pedestrian fact-finding committee as an eight-member body — two seats reserved for Parks Commissioners and the remainder for community members who must reside or operate a business in city limits for at least one year. The city solicited volunteers for two months via the website and Friday updates and had received three applications by the date of the staff report; two of those applicants were also applicants for vacant Parks Commission seats and so might not be eligible as community members.
Commissioners discussed options: defer until eight members are in place, begin with two commissioners plus one community member, or start with three members. Several commissioners supported beginning work immediately to take the workload off the Parks Commission and to allow the fact-finding group to begin research and outreach; commissioners also asked staff to continue advertising and to use the first committee members to help recruit additional community members.
A motion to proceed with a smaller initial committee (two Parks Commissioners and one community member) and continue recruitment passed by voice vote. Commissioners noted that fact-finding committees cannot include more than two Parks Commissioners under the bylaws and that non-commissioner members do not vote; staff confirmed the group can operate with vacancies and fill them midterm as applicants are selected.
Staff will attach the volunteer application to city communications and continue advertising. The commission scheduled a March 6 work session to discuss funding sources, where committee progress and recruitment may be revisited.
