Coos Bay staff outlines grants, contracts and capital projects including Mingus Park restroom and community hall stabilization

City staff told the Coos Bay Parks Commission on March 4 that several capital projects and grant-funded efforts are moving forward, including work at John Toppets Park, a reimbursable grant for Mingus Park restrooms, a $50,000 award from the Judith and Logan Foundation for the community building project and a contract award for foundation stabilization.

At the meeting the staff member providing the update said a community wildfire risk reduction grant for John Toppets Park is advancing: the city has finalized the work plan with the grantor and agreed the grant contract and is preparing to schedule a contractor. For Mingus Park, the staff report noted the city received an LGGP (local government grant program) reimbursable grant for prefabricated restrooms; staff are working through procurement with a fabricator.

The update said the city received $50,000 from the Judith and Logan Foundation to apply toward the community building stabilization project, and that the foundation stabilization contract for the Mingus Park community hall was awarded to Terra Firma with a contract completion requirement of May 31 this year. Staff said the building will also be presented for listing on the National Register of Historic Places in Salem the following day.

Other items reported included an Oregon Community Paths grant application for Front Street improvements (a decision expected in May), progress on Safe Routes to School with Alta Planning (staff passed commission recommendations to the consultant), newly installed bike racks at the Front Street parking lot produced by the Marshfield manufacturing class, and a Lower Lake Road repair off Ackerman where December damage affected the roadway (the dam itself was assessed as sound; design work from a foundation engineer is underway to repair the road).

Commissioners raised questions about funding spreadsheets and how applied-for grant amounts are displayed in funding strategy tables; staff said some documents in the packet were older templates and offered to provide corrected tables. Commissioners also asked whether the installed bike racks accommodate wider e-bike tires; staff said the current design is intended to park next to and lock adjacent to a rack and that students are working on a revised design to improve compatibility.

Staff also reported routine operations and maintenance: removal of debris at housing camp sites, Mingus Park pool heating work, and removal and storage of holiday decorations. No formal votes were taken on the projects during the update; staff will return with procurement and funding clarifications as projects advance.
