Park staff outlines master plan timeline; targets Totoro and Blacktail work for 2025–2026

Staff said Lookout Park still requires a water connection and a shelter before it will be ready, and Totoro Dam is on track to open before Memorial Day provided spring weather cooperates. "We—re targeting and tracking to be open before Memorial Day," a staff member said, adding that electrical components with long lead times were on their way.
Blacktail Phase 1 bidding is expected next month, with JE Dunn handling the bid process, and the large Phase 2 element is the planned community center/firehouse. Staff said they are trying to push the start of the community center/firehouse to late 2025 with a goal of completing it by the end of 2026 but are still finalizing designs and schedules. The staff update described a tentative sequencing: finish Lookout this year, begin Blacktail this year and finish it in 2026, then start either McGregor or Epping in early 2026 and the remaining site in 2027 with an overall aim to finish construction activities in the 2028 season.
Board members and staff discussed accelerating the pace now that the team is more experienced working together. No formal vote or funding decision accompanied the update; staff said the schedule depends on supply deliveries and spring weather.
