Williams County approves road-use agreement with Continental Resources pending bond

Michelle Haugen with planning and zoning described the consent process and staff review; Guy Mann with Continental Resources told commissioners the agreement will "allow us all weather use certain stretches of County Road" and that Continental will "put up a bond take liability and also shoulder ... construction and maintenance costs of the road during the period specified." Mann said the arrangement improves efficiency and reduces downtime for Continental's well work.
County highway staff recommended approval with the condition that Continental secure a bond and certificate of insurance. Commissioners discussed the 7‑day timing clause in the agreement for the company to present bond documentation; Mann asked for a few days to secure the bond and return the agreement for execution. Commissioners said they would sign if the bond and insurance were delivered, and offered flexibility if Continental requested more time.
The motion to approve carried on a roll call vote. Commissioners recorded affirmative votes from Beau, Chris, Corey, Barry and Steve. The board instructed staff to ensure the bond and insurance certificate are received before final execution.
The agreement allows Continental to use designated county roads, requires the company to repair and maintain those roads during the period of use, and obligates Continental to secure financial assurance sufficient to fund reclamation and repairs. No amendments to the agreement were recorded during the meeting.
The commission did not set an effective date beyond contingent execution tied to the bond and insurance submittal; staff will process the final documents when they are received.
