City staff also noted that the city had previously sent a letter supporting Siemens’ OhioJobs application in 2024 and that the state later approved the company’s application; city officials said the state’s Office of Jobs and Commerce also awarded the city a roughly $250,000 grant to help reconstruct Silver Road to provide improved access to the site, and a TIF will cover the remainder of certain access improvements.
Councilors praised Siemens as a local employer but noted the item arrived for council action after the state process had advanced. Councilors asked for clarification on timing and why the city’s ordinance followed the state approval; staff said the city allows the company the time to finalize metrics and then completes the local CRA/enterprise‑zone steps afterward.
Because the council lacked the necessary votes to suspend rules for immediate passage, the ordinance was left on first reading for consideration at a future meeting.
