Council awards $4.03 million hangar construction contract; approves $337,606 inspection services

The Dalton City Council awarded a construction contract to Integrated Builds LLC to build three hangar buildings at Dalton Municipal Airport and approved a project order with Kimley Horn for construction administration and inspection services.
Staff told the council the airport received a state airport aid grant in 2023 for $3,000,000 for hangar development. The lowest bid in December 2024 was $4,200,000; staff said they negotiated the scope and price to $4,028,001.75 and submitted a request to the state for an additional $500,000 to cover a remaining shortfall. Staff said runway work came in under budget and those savings were reallocated to the hangar project, and the city attorney inserted a contract clause allowing the city to remove the vertical structure of one hangar (identified by staff as “site B”)—an item priced at about $440,000—if the additional state appropriations do not come through by May.
The council also approved Project Order No. 3 with Kimley Horn, the airport engineering consultant, for construction administration and inspection services at a cost of $337,606.51. Staff said the inspection contract covers 180 construction-inspection days and will be paid from project funds. Staff also said the airport board supported both contracts.
Council approved both items by voice vote. The construction contract award includes an explicit option to remove a hangar to keep the project within budget if state funding is not secured; staff said they are working with state representatives on the supplemental funding request.
