Owner proposes repainting, fence replacement and window rehabilitation at 936 Fair Street; staff supports front‑yard restoration

Lisa Garcia presented design proposals for 936 Fair Street, a Queen Anne contributing resource in the Hensheville National Register district. Garcia said the project would repaint the house in a cream body color with evergreen fog‑green trim, power‑wash and repaint the painted metal roof in urban bronze, replace a deteriorated front picket fence in cedar to match existing profile, remove chain‑link side fences and replace with a wood fence, restore windows to working order, restack and repair chimneys with salvaged brick where possible, and install gas lanterns on the house.

City staff member Emily confirmed the house’s contributing National Register status and said staff supports repainting and in‑kind fence replacement. Staff found the front yard picket design appropriate and noted a historic photo (1995 National Register properties book) showing the building painted white supports the proposed color palette. Staff encouraged restoration of original window glass where possible and commended the applicant for preserving windows.

Staff recommended against a freestanding post‑mounted gas lantern in the courtyard because gas‑post lanterns are not typical for the district; gas fixtures attached to the house in traditional locations were considered appropriate. Several commissioners praised the applicant’s intention to restore windows and chimneys and supported the picket fence replacement; they asked the applicant to submit specific lantern examples and exact proposed paint placement when the COA is filed.

Next steps: applicant will provide fixture examples and final paint color placement and return for a COA vote; staff noted side‑yard fence heights should adhere to the guideline recommendation (side/rear fencing not to exceed 7 feet where applicable).
