City staff explained the parcel’s prior lease could not be located; the parcel was sold to Tim Schramm, who paid the prior, lower lease amount for 2025. Staff proposed a new lease that would raise annual rent to $183.06 for the first 10 years with two optional 10‑year renewals; the new terms are similar to the city’s standard 10¢ per square foot for unused land and 5¢ for hangar space, but members raised concern the new rate might be low compared with other airports.
Councilor Toller moved to postpone the item until staff can provide comparables; Councilor Lieber seconded. The motion passed after voice vote; one councilor spoke against postponement. The applicant had paid the prior lower amount and staff said he had been notified the new rate would apply when the lease is executed.
