Fuquay Varina planning board recommends approvals for Hamilton Auto rezoning, neighborhood commercial rezoning, town code text changes and a 22-lot subdivision

The Fuquay Varina Planning Board on March 17 voted on several land-use matters and recommended approval of multiple zoning and code changes that will move to the Town Board or later review stages.
Staff presented and the board recommended approval of a rezoning for parcels used by Hamilton Auto at 904 West Academy Street, converting about 1.233 acres from residential density to General Commercial Conditional zoning and approving a corresponding land-use-plan amendment to Suburban Commercial and Open Space. Attorney John Adcock, representing the petitioner, said the parcels are already used by the business and that parts of the site include FEMA floodway and floodplain areas that will remain designated as open space on the land-use plan.
The board also recommended approval of REZ 20 25-01, a rezoning request for 629 West Academy Street from Residential Agricultural and Residential Low Density to Neighborhood Commercial Conditional zoning. Petitioner Wayne Malden (Malden Watkins Survey) said the site sits at the Highway 42 and Judd Parkway intersection and is better suited to commercial use; staff recommended approval, noting consistency with the 2040 Community Vision Land Use Plan.
The board opened and then tabled one rezoning (REZ 20 24-20 for 304 East Broad Street) at the petitioner’s request and continued its public hearing to the April 21, 2025 planning board meeting.
On a separate track, staff presented CTA 20 25-01, a text amendment to the Town Code of Ordinances (Part 9, Land Development Ordinance). Staff highlighted the most substantive changes: allowing a parsonage as an accessory use to a place of worship, standardizing townhouse setback standards across zoning districts, renaming and clarifying development-plat categories (expanding a minor/exempt allowance and renaming it “exempt major”), reorganizing the sign regulations for clarity (no substantive allowance for new sign types was announced), and adding certifications to accept dedication of right of way in response to Wake County recordation requirements. The board recommended approval of the text amendment as presented.
In preliminary subdivision business, staff presented Sub PR 202407, Springvale South Subdivision, a proposed 22-lot single-family subdivision on just over 10 acres at 3799 Wellfleet Drive in the Residential Medium (RM) district. The plat shows an average lot size of about 12,179 square feet, proposes about 2.59 acres of open space and extends the existing Wellfleet stub to provide access. Staff said the plat meets town requirements and the planning board recommended approval of the preliminary subdivision plat.
The board also approved the February 17, 2025 meeting minutes as the meeting opened. With its recommendations recorded, the board adjourned to conclude the March 17 agenda.
