Council tables proposed city-council handbook after members raise concerns about formality and flexibility

The City Council reviewed a draft City Council Handbook intended to provide guidance on council procedures, agenda management, decorum and public-comment process, but after lengthy debate the council voted to table the handbook and asked staff to return with revisions.

Staff said the handbook is intended as a reference for new council members and to clarify expectations for the public and staff. Council discussion, however, revealed divergent views about how formal the document should be. Some members supported clearer rules and limits to public-comment time; others cautioned that overly formal rules would discourage candid community engagement and remove the informal exchange that characterizes smaller cities.

Several council members proposed a middle path: keep the handbook as a public-facing guide but add clearer language on the agenda-request form so residents understand whether they are submitting an item for staff presentation or appearing as a public commenter, and whether they will present materials. Council discussed adding a mayoral discretion clause for time limits but was concerned such language could be applied unevenly.

After discussion, a council member moved to table the handbook for staff revision; the motion passed by voice vote with one abstention. Council asked staff to return with edits that preserved flexibility for dialogue, clarified expectations for agenda requests (including whether a presenter will supply a prepared slide deck), and made the document more explicitly a reference for onboarding rather than a rigid rulebook.
