BZA approves 25-foot setback for Ketner commercial parcel tied to Cheshire Road realignment

The Sunbury Board of Zoning Appeals on March 17 granted a variance to reduce building setbacks from 50 feet to 25 feet for portions of a commercial development that will be served by a newly realigned internal road off Cheshire Road.
Staff described the request as limited to the new internal road and said the applicant would keep a 50-foot setback along Cherry Street. The variance is intended to accommodate a road realignment the city and developer say is needed to square an existing offset intersection and improve traffic flow.
Joe Luby, representing the applicant team, said the “main part of this whole project is the realignment of this road,” and described the site plan as conceptual and still under refinement. The applicant team told the board they had submitted a sketch and a preliminary plat and that further site design, landscaping and lighting will be addressed in subsequent Planning and Zoning Commission review.
Residents raised concerns about potential light and traffic impacts from a proposed convenience/quick-serve use on one corner; a member of the public asked whether the small triangular parcel at the corner could remain at the 50-foot setback. The developer and a city representative said the city is encouraging the realignment, and that without the variance the triangular area would be difficult to develop beneficially.
The developer said a traffic study has been done and that a traffic signal at the realigned intersection is expected to be warranted as the site builds out; the city has been coordinating with state agencies on traffic matters. The board voted to approve the variance; the motion passed with six yeas. The Planning and Zoning Commission will review conditional-use and detailed site plans in a future hearing.
