Council approves easement from Canal Villas Condominium Association for new library sidewalk

Canal Winchester council on March 17 adopted Resolution 25-011 authorizing acceptance of an easement from the Canal Villas Condominium Association to permit construction of a public sidewalk linking Washington Street to the city’s new library site.
Construction staff explained the grant is a donated easement: the condominium association granted a 20-foot-wide strip to allow the city to place a five-foot sidewalk at the bottom of a slope east of the condominium driveway to avoid building a retaining wall near the road. Construction staff said the association agreed to removal of bushes currently on the parcel, which the association found favorable.
Construction staff summarized the easement scope: "This easement...does provide a 20 foot wide easement for us to install a 5 foot wide sidewalk, for public access," and council discussion confirmed there is no purchase cost for the easement. After brief council discussion the resolution was adopted by roll-call vote.
With the easement in place the city can proceed with sidewalk construction as part of the route from Washington Street to the new library; exact construction timing and contractor procurement were discussed as part of project scheduling but not decided at the meeting.
