Director Mel Niedesheim summarized the procurement process: the district issued an RFP for an owner's representative on Jan. 24, received proposals due Feb. 10, conducted follow-up questions and interviewed three firms. A small committee evaluated firms and recommended Building Solutions LLC. At the finance committee, Building Solutions representatives Kurt Wiebelhaus and Annie Grama described services and experience; the firm highlighted staff with both school-district and construction-management backgrounds.
Mel told the board Building Solutions' proposal included oversight, risk mitigation and budget control functions the district wants for a large construction program. She said research shows professional oversight can lower costs by an estimated 10 to 20 percent and improve schedule reliability. Building Solutions also offered a written guarantee to reimburse the district for tangible financial shortfalls up to the fee amount if specified financial performance targets are not met; administrators said the other firms did not offer a similar guarantee.
The board approved the selection and authorized Building Solutions to support the district's RFP process for selecting a construction manager and architect if a referendum passes. Administrators said Building Solutions' estimated fee would be in the same ballpark as other firms and that exact fees could change according to project scope and schedule.
