Board approves resolution to pursue state stormwater planning grant

The Board of Public Works on March 17 approved Resolution 2025-12 authorizing the acting city engineer to apply for an urban nonpoint source stormwater planning grant from the Wisconsin Department of Natural Resources and to carry out related grant administration if awarded.

The measure, presented by Tim Cassidy, acting city engineer, would allow the city to seek reimbursement for 50% of a stormwater utility feasibility study recommended in the city’s February 2023 stormwater management plan and TMDL (total maximum daily load) report. Cassidy told the board the plan identifies best management practices — structural and nonstructural — intended to improve runoff water quality in waterways that drain to the Wisconsin River, including Mill Creek, the East Branch, the Yellow River, Beaver Creek, McMillan Creek, Shoyer Creek and the Little Old Plain River.

The resolution authorizes the city engineer to sign and submit the grant application and agreement with the Wisconsin Department of Natural Resources (WDNR), submit reimbursement claims and reports, and complete environmental assessment forms if required. Cassidy also noted the common council previously approved a task order with Strand Associates to assist with the DNR grant application.

Board members approved the resolution by voice vote; the board chair declared the motion carries. The board referred the resolution to the common council for its consideration and any required final approvals, including grant administration and budgeting.

The action would fund only a planning study if the grant is awarded; further construction of stormwater best management practices would require separate funding actions.
