Dennis-Yarmouth files MSBA statement of interest for Station Avenue; consolidation kept as an option

The Dennis-Yarmouth Regional School District School Committee voted unanimously March 17 to submit a Massachusetts School Building Authority (MSBA) Statement of Interest (SOI) for Station Avenue Elementary School. The SOI was filed so the district can include Station Avenue as one potential option — including consolidation — during a future MSBA feasibility study tied to Emmy Small Elementary School.

Dr. Smith told the committee that an SOI is an MSBA requirement if the district wants consolidation to be evaluated during the feasibility study. The committee discussed the timeline: the MSBA eligibility period begins April 1 and lasts 270 days; Dr. Smith said that timeline roughly places the end of the eligibility window in late December and that the district would not be eligible for MSBA reimbursement for expenses incurred before the eligibility period ends.

Committee members pressed for details on likely reimbursement rates and timing. Dr. Smith said the MSBA provides a base reimbursement percentage that can increase for districts that earn additional points through the application process; he did not state a precise percentage in the meeting and said he would confirm exact rates. He also explained that if the district is invited into the feasibility phase it would hire an outside consultant to run the feasibility study and return options to the community for public meetings and, ultimately, voter decisions on any recommended project.

Multiple committee members asked whether consolidation would be imposed by MSBA. Dr. Smith and others said MSBA does not force districts to choose consolidation; the decision about how to proceed would remain with the school district and its municipal partners and, if applicable, voters. The committee also reviewed alternative MSBA pathways such as the Accelerated Repair Program, which funds discrete repairs — roofs, windows, heating systems — as a separate route from a full building project.

The committee approved the SOI as printed in the agenda; the motion passed unanimously. No roll-call vote was read in the public transcript.

Dr. Smith asked committee members to be mindful that any feasibility study costs incurred before the MSBA eligibility period ends are typically not reimbursable.
