Board adopts five‑year Capital Improvements Plan, board members say funding will determine which projects proceed

The Frederick County Board of Supervisors adopted the county’s five‑year Capital Improvements Plan (CIP) at its Feb. 26 meeting after a presentation by county planning staff summarizing projects submitted by departments and schools.

County staff and supervisors emphasized that the CIP is a planning document that lists potential capital investments over five years; it does not guarantee funding. Staff noted the total plan includes projects already funded and others that would require future financing or appropriation decisions during the FY‑26 budget process.

Supervisor comments highlighted major items shown in the plan: the three school projects (including an anticipated new high school), a planned fire station (land already purchased), and park development projects. Staff estimated the CIP’s total package at roughly $330 million with the fourth high school and other major school projects comprising a significant share; supervisors said only a subset of projects would likely be funded in FY‑26.

Board members voted to adopt the CIP as presented. Supervisors and staff said department submissions reflect each department’s identified needs, and that the board will set funding priorities as part of the county budget process. The plan was posted to the county website for public review.
