Board appoints Tina Murphy to Economic Development Authority after public concerns about committee membership

The Frederick County Board of Supervisors appointed Tina Murphy to an unexpired term on the Economic Development Authority (EDA) March 12, following public comment that raised concerns about committee membership and donor influence.

Supervisor (liaison to EDA) moved to appoint Murphy, describing her as a senior-level employee of HP Hood with more than 25 years of experience. The motion was seconded and carried by unanimous roll-call vote; supervisors recorded aye votes from Supervisor LeArrow, Supervisor Lockridge, Vice Chair, Supervisor Wells, Supervisor Dunn, Supervisor Jewell and the chair.

Before the appointment, a member of the public, Brian Nuri (Opeckan District resident), urged the board to consider committee composition and alleged that many recent appointees were campaign donors to a local supervisor and that several appointees held multiple committee seats. Nuri asked the board to consider another candidate and emphasized the EDA’s responsibilities, including assisting new industries, issuing tax-exempt industrial revenue bonds and retaining existing businesses.

Supervisor questions and liaison comments noted that the EDA traditionally includes representatives from a range of local industries, listing recent members from Trex and Navy Federal and representatives from agriculture and agritourism. Supervisors discussed whether the board should seek more small-business representation in future appointments.

The appointment fills about 1.5 years remaining in the unexpired term; staff also reminded the public that the county posts vacancies for boards and committees at FCVA.US.
