City amends Western Market user fees, adds CAM charge and removes AC/appliance surcharges

The City of Muskegon’s commission on March 11 approved changes to user fees for the Western Market chalets after staff transferred operations of the chalets to the economic development department.
Contessa Alexander and Jasmine Hines, development analysts, reported the department proposed removing seasonal air-conditioning and extra-electricity fees and adding a common-area maintenance (CAM) charge. Hines summarized the proposal: “So we wanted to add the cam fees of $52.94 dollars a month to each chalet and take off the additional cost for AC and extra electricity.”
Commissioners had asked for comparisons of the previous seasonal charges to the new CAM fees. Staff said the prior fees were $300 for air conditioning per season and $75 for extra electricity (seasonal); the CAM fee will be $52.94 per month and apply from May through October, which staff calculated would be slightly lower overall than the combined prior seasonal charges for many tenants.
Commissioners also discussed long-term siting for chalets should the current parcel be redeveloped. Staff said earlier planning envisioned relocating chalets to a promenade along Indiana Avenue near Pere Marquette or into new green space near the farmers market on Terrace. The commission voted to approve the revised user-fee schedule as presented; the motion was made by Commissioner Cochin and supported by Vice Mayor Saint Clair.
