The Planning & Economic Development committee discussed a city‑funded contract to operate a tool bank supporting the Serve Detroit volunteer program (contract number 6006958). Council members asked whether the contract’s current end date, June 30, 2025, would cover program needs and whether vendors had the capacity to serve the whole city.
Ray Solomon, chief of staff, and Tony Stovall, volunteer coordinator, joined the meeting to answer questions. Stovall said the Office of Contract and Procurement and program staff are working to request an extension of funds so the contract can run beyond June 30 and align with the fiscal year. “As of right now, in advisement from procurement, we have done the contracts through June 30 in alignment with the fiscal year,” Stovall said, adding that staff expect to request additional funds to cover the remainder of the calendar year.
Council Member Leticia Johnson asked whether the vendors had the capacity to pick up and drop off equipment across the city and whether additional vendors would be added. Stovall said the service is mobile and the first two vendor partners plan satellite hours and mobile operations on both sides of the city; staff are preparing a request for proposals to add more partners.
The committee also discussed contract amounts and an amended contract. Stovall said the contracts would be amended to reflect the extension and that vendors had proposed higher original amounts that would not necessarily be fully used because of the shortened time window.
Staff also described anti‑fraud measures: Ray Solomon said jackets for volunteers will be numbered (for example, 1 through 100) and tracked so distribution can be audited.
Action taken: The committee agreed to bring back the tool‑bank contract (line item 6.2) in one week with amended contract materials and additional information about capacity and funding.
Ending: Staff will return with amended contracts and documentation of vendor capacity and budget details; the committee deferred final approval until the amended materials are provided.
