County staff update stormwater ordinance rewrite and describe proposed Cornwallis Road annexation and wastewater interlocal with Clayton

County staff updated commissioners March 17 on two utilities‑related planning items: proposed revisions to the county stormwater ordinance and a proposed annexation along Cornwallis Road that would rely on a bulk‑service interlocal agreement with the Town of Clayton.
Utility staff said they have received limited formal comments on the draft stormwater ordinance revisions and that outside legal counsel is reviewing proposed language. The primary outstanding issue, staff said, is how to treat small subdivisions and minor site divisions so the revised ordinance is consistent with the county’s unified development ordinance (UDO) while meeting new state nutrient‑reduction requirements. Staff hopes to share proposed revisions with stakeholders in April and hold a public hearing in June, subject to alignment with the UDO schedule.
On annexation, Chandra Farmer described two large tracts and several smaller parcels near Veterans Parkway that have requested annexation by Clayton. If annexed, the town would provide retail water and sewer to those developments and would purchase additional water capacity and use some of its existing wastewater allocation with the county. An interlocal agreement being negotiated would set capacity limits, wastewater discharge points, developer responsibilities for improving flow equalization at the county’s Swift Creek pump station on Cornwallis Road, and master metering requirements to monitor pass‑through flows. Staff said a future, detailed interlocal agreement would return to the board for approval.
No final agreements or ordinance amendments were adopted at the meeting; both items were informational and staff asked for continued stakeholder engagement.
