Board members discussed recurring damage and inconsistent cleanup after third‑party rentals of district athletic fields and other facilities and directed staff to create a deposit and enforcement mechanism intended to deter damage and pay for post‑event cleanup.
John Walsh and other staff described repeated issues with users not grooming or replacing field materials after events; Walsh said the absence of consistent grooming and pallet replacement had increased wear and repair costs. The board discussed requiring a per‑event deposit that would be returned if facilities were left in acceptable condition and discussed allowing district staff to draw on deposits for cleanup when necessary. John Walsh said administrators are drafting language to include in the facilities policy.
Because adopting a formal board policy could take up to 60 days, the board and administration agreed to pursue an administrative regulation that can be implemented sooner and later folded into a board policy if needed. Board members said they wanted the deposit system in place before the spring and summer rental season; staff said they were “hoping” to have it in effect by July and would accelerate the timeline where possible.
Board members and staff also discussed operational details that remain to be decided: which organizational level would post deposits (for example, a single head organization versus multiple groups under one organizer), the per‑event deposit amount, and how to calculate forfeiture for cleanup. Several board members said they favored a standard deposit process to be applied to all facilities. The administration said it will include board members in the working group drafting the administrative regulation and will bring recommendations back to the board.
The discussion followed a separate conversation about athletic‑field maintenance: the district will require contracted users to groom and replace pallets after each event, and Shaw (the district’s athletic turf/field vendor) will include site inspections in its work to reduce recurring damage and repair costs.
The comments occurred during agenda discussion on facility use and administrative resolutions; no final board vote on a deposit policy was held during the meeting.
