The Sweet Home City Council unanimously approved an updated memorandum of understanding with FAC to govern operations at the city’s managed outreach and community resource facility.
Staff said the existing MOU (2022–2024) had expired and the facility had been operating in holdover. The updated MOU keeps most operating terms the same but restructures the city’s contribution to nighttime security over a three-year period: 70% in year one, 50% in year two and 30% in year three, after which the council can renegotiate or consider a different support arrangement.
A presenter credited FAC with pursuing grant funding and hiring a grant writer; FAC’s increased fundraising was cited as the reason for the stepped reduction. Staff said that change is intended to avoid a sudden budget shock to FAC and to give the organization time to secure alternative funding.
Councilors asked about procurement and who would decide what security services are used. Staff responded that the city currently has an active security contract; the plan is to continue with that vendor and invoice FAC for its share of costs.
Supporters told the council the facility has reduced encampments at Old City Hall and lowered staff time and cleanup costs for public works and police. A councilor thanked the community and volunteers for their work in partnership with FAC. The motion to approve the updated MOU carried with seven yes votes and no nays.
The MOU’s three-year cost-share schedule and its intent to allow FAC time to secure grants were included in the council packet.
