Mayor outlines Charter Review Committee, assigns council liaisons to committees

Mayor Coleman outlined a slate of council committee assignments and opened the process for a Charter Review Committee she restructured to include a greater share of community members.
The mayor said most councilors will be appointed to two committees and that the ad hoc Arts and Culture Committee will be closed for now. She listed committee assignments including the Administrative, Finance and Property Committee (President Pro Tem Thorstad, Councilor Augsberger and the mayor); Community Health Committee (Councilor Bronson); Library Advisory Board (Councilor Augsberger); Park and Tree Committee (Councilor Hagee); and Public Traffic and Safety Committee (President Pro Tem Thorstad and Councilor Richards). She also noted regional liaisons: Area Commission on Transportation (Councilor Sanchez, alternate Councilor Bronson) and Council of Governments (Councilor Bronson, alternate Councilor Sanchez). The Chamber of Commerce liaison was reassigned to Councilor Hagee; the Solid Waste Advisory Council liaison remains Councilor Richards.
Charter Review Committee Mayor Coleman said she will open a Charter Review Committee as an ad hoc seven-member panel charged with assessing and recommending changes to the Sweet Home City Charter. The mayor described the charter as the municipality’s foundational legal document and listed topics for review including: mayoral role and term, appointments, council terms and dates, ordinance-reading procedures, filling council vacancies, oath of office, management of the city attorney and municipal judge, quorum definition and clarifying the agenda‑setting process.
Historically the committee included two current councilors, two former councilors and three community members; the mayor said she has rebalanced it to one current councilor, one former councilor and five community members. She named initial appointees as Gary Jarvis and Melanie Jones (community members), Kristen Adams (school-district representative), Mike Reynolds (former Sweet Home School District board member, CTC), former Councilor Lisa Gourley and President Pro Tem Thorstad as chair. She added Jeff Parker to the committee record during committee reports and said she would announce the remaining seat at the next committee review work session.
Why it matters Charter review can change the basic structure and procedures of municipal government and may result in council-recommended amendments that require voter approval. The mayor noted the committee will present recommendations to the council, which will either approve them or return them to committee; if the council chooses to place recommendations before voters, the city will follow the ballot process.
What’s next A council work session on committees is scheduled; the mayor also referenced a tentative February date for charter-review meetings. The mayor said committee membership will be publicly announced and the committee will set its own meeting schedule and chair.
