Council approves Fleet of Flowers event, including concert and staging requests

Organizers of the annual Fleet of Flowers asked the Depoe Bay City Council for city support for festival logistics, staging and a new concert the night before the parade. Council voted to accept the organizers’ proposed use of city property with the changes discussed at the meeting, including a time adjustment and coordination on traffic control and parking.
The organizer told council the planned Sunday-night concert would be family friendly, powered by solar where possible, and funded by the Fleet of Flowers group. She asked the city for staging space for three 40-foot sections, black garbage bags for cleanup and volunteer support arranging chairs for elderly attendees. She said the Fleet of Flowers would cover band costs and that no alcohol would be served. “We want it to be family friendly… we’ll have chairs delivered so elderly people who can’t stand will have a place to sit,” the organizer said during public comment.
Volunteer Jerry Springer described an operational request to close a harbor-side parking area temporarily so event setup could proceed without charter-boat passenger conflicts. He suggested a short closure window and said organizers would coordinate with charter companies if needed. Springer also asked what notifications would be required if the harbor or harbor parking would be temporarily closed during setup.
City staff confirmed any event on city property requires council approval and noted organizers had provided insurance documentation for the event. The council moved and seconded to accept the Fleet of Flowers proposals with the changes discussed (including adjusting the setup/closure window to a mid‑afternoon time rather than 9 a.m.). The motion passed on a council vote. Council asked staff to work with organizers and charter operators to finalize traffic-control plans, designate a disabled parking area and confirm notification procedures for harbor users.
Organizers thanked council and said they would coordinate with city staff and local businesses on chair delivery, parking, and setup times ahead of the holiday event.
