Panel backs bill to add DOE and BOE voting members to School Facilities Authority

The Senate Committee on Education recommended passage with amendments for House Bill 1069, HD1, which would add two voting members representing the Department of Education and the Board of Education to the School Facilities Authority (SFA) board.
Ricky Fujitani, executive director of the School Facilities Authority, testified and submitted written comments. Capstone (listed in the record as a board executive) told the committee the board supported adding a Board of Education voice to SFA, saying that representation would improve accountability and strategic input. The Department of Education also submitted written testimony in support and said it wanted more of a voice in SFA decision making.
Senators probed whether statutory changes were necessary and whether existing nonvoting participation or regular, posted reports to the Board of Education could address the communication and oversight gaps raised by DOE. Several senators questioned whether appointing a voting representative would create an automatic channel for DOE or BOE policy preferences, and some expressed concern about how a designee would vote and report back to the parent board.
SFA described operational coordination it already maintains: monthly or twice‑monthly program meetings with DOE staff for project management on preschool, workforce housing and the Central Maui school project. The SFA also said it had a small staff and multiple program managers focused on current projects.
The committee recorded a recommendation to pass HB 1069 with amendments (to incorporate language from a related Senate bill) and to defer the effective date. The roll call recorded four members voting aye and one no; the recommendation was adopted by the committee.
