The Nicholasville City Commission on March 10 approved a package of ordinances, personnel changes and financial items including a 10-year telecommunications franchise, four zoning map amendments, a municipal personnel order, employee certification pay increases, several tax refunds and the payment of $2,738,139.94 in accounts payable.
The votes came during the regular meeting at Nicholasville City Hall. Commissioners took routine roll-call votes on second- and first-reading ordinances and on administrative and finance measures that city staff said were follow-ups to prior work sessions or routine business.
Ordinance action and context: The commission adopted Ordinance 177-2025, approving a 10-year nonexclusive franchise agreement with CMNRUS LLC (branded MetroNet) to operate a telecommunications system within city limits. Personnel and pay changes: The commission approved Municipal Order 2025-56 to amend the city compensation and classification plan by clarifying the class title System Evaluation Technical Analyst and its experience and certification requirements. The commission also approved a 5% pay increase for Doug Roberts in the meter department for Tantalus certification (effective Feb. 25, 2025) and a 5% increase for Nick Crespo at the water treatment plant for Class 3 water treatment operator certification (effective March 11, 2025).
Finance and refunds: The commission approved refunds of 2023 net profit tax overpayments for G3 Land Development LLC and All Associates Inc., and a 2024 net profit tax refund to Triple D Communications LLC, citing overpaid estimated taxes and carryforward credits. The commission also approved accounts payable in the amount of $2,738,139.94 covering February 19 through March 5.
