Votes at a glance
- Approve minutes: Motion to approve minutes from the Jan. 13, 2025 regular meeting — approved by roll call.
- Ordinance 176-2025 (second reading): Rezoning of approximately 76.9 acres at 3218 Lexington Road — approved on second reading (see separate article).
- Easement (Adena Lane): Authorized the mayor to sign a temporary construction easement by and between the City of Nicholasville and David and Brenda Demers for the 24-inch river water main project (temporary access for construction equipment). Motion approved by roll call.
- Dredging contract for water intakes 1–3: Accepted lowest responsive bid from Harry Construction to dredge debris deposited around river intakes after a rock slide; staff noted Army Corps of Engineers permits were required and secured. Motion approved by roll call; staff will check insurance for possible cost recovery for part of the damage.
- Ratify mayoral signature on lease-purchase with Jessamine County fiscal court: Authorized mayor to sign lease-purchase agreement for office space (former Citizens Commerce Bank) to support city needs during City Hall project — approved by roll call.
- Municipal orders to amend compensation/classification and fire policies (Municipal Order 2025-002 and 2025-003): Approved amendments to class titles, certifications and several fire department policies and procedures; staff said most changes were retitling and certification updates. Motions approved by roll call.
- Refunds: Approved refunds for net profit tax overpayments to Kentucky CVS Pharmacy LLC for 2022 and 2023, and a 2023 payroll withholding refund to Raymond Goss; motions approved by roll call.
- Contracts and contributions (budgeted amounts): Authorized mayor to sign contracts included in the annual budget: CASA of Lexington ($20,000) for court-appointed special advocate services; Jessamine County Chamber of Commerce ($8,500) for membership/services; Nursing Home Ombudsman Agency of the Bluegrass Inc. ($6,000). All approved by roll call.
- Pickleball perimeter sidewalk: Approved city payment of $12,100 (half of the $24,200 quote) to SGM Excavating to complete concrete sidewalk around pickleball courts at City-County Park; the county had already paid its half. Approved by motion/roll call.
- Pool management contract: Approved parks board recommendation to contract Bluegrass Pool Management for summer pool operations at $215,000; three bids were received and the commission approved the middle bid based on experience and past performance. Motion approved by roll call.
- Accounts payable: Approved payment of the presented accounts payable covering Jan. 10–21; amount read on the record and approved by roll call.
Several of the above items were described by city staff during the meeting; no other substantive amendments were made during the votes. Where staff noted potential follow-up (insurance recovery, legal/finance review of contributions, corrective MOA exhibit), the commission directed staff to return with recommendations at a future meeting.
